`2050년 수의사는 윤리적인 원헬스 리더` VET VISION 2050 선언

“2050년 수의사는 원헬스와 에코헬스에 대해 신뢰할 수 있는 숙련된 기술과 전문 지식을 갖춘다”

VET VISION 2050 인천 선언이 31일 열린 인천 세계수의사대회 폐막식의 대미를 장식했다.

세계수의사회는 인천 선언을 통해 원헬스(One Health)와 에코헬스(EcoHealth)의 관점에서 수의사의 역할과 비전을 제시했다.

존슨 창 세계수의사회장은 “동물과 사람의 건강과 행복이 서로 의존하고 있는 생태계의 수호자인 전세계 수의사에게 가이드라인을 제시하고자 한다”고 강조했다.

앞서 국내 수의사 10인, 해외 수의사 6인으로 구성된 VET VISION 2050 위원회(공동위원장 류판동, 르네 칼슨)는 전세계 수의사 대상 설문조사와 수 차례 회의를 거쳐 초안을 마련했다.

전세계 수의사 700여명의 응답을 바탕으로 ▲동물-인간 접점에서의 질병 관리 ▲지속가능하며 안전한 식품 공급 ▲동물보건 및 동물복지 수호 ▲역량 있는 수의사의 전세계적 양성 ▲모든 동물에 대한 수준 높은 수의학적 관리 등 5개 핵심주제를 선정했다.

8월 30일에는 세계수의사대회 참가자들이 모여 브레인스토밍 세션을 열고 마지막 밤샘 수정작업을 거쳤다.

류판동 공동위원장은 이날 “질병은 발생과 감소를 반복하며 환경에서 동물로, 다시 사람으로 확산되어 간다”면서 “생태계 전반의 건강을 담보하자는 ‘에코헬스’ 접근법이 수의사들에게도 중요한 이유”라고 설명했다.

세션을 주재한 세계수의사회 르네 칼슨 전 회장은 “선언문 작성을 이끈 한국 측 위원들이 훌륭한 결과물을 만들어냈다”며 “지속가능한 보건을 위한 미래 수의사 역할을 제시하고자 했다”고 덧붙였다.

선언문 일성은 `윤리의식`..정책 전문성·리더십·교육·동물복지 등 망라

선언문은 크게 원헬스의 개념과 수의학적 활동을 소개한 서문(Preamble), 그에 따른 역할과 비전을 제시한 본문(Roles of Veterinary Profession)으로 구성됐다.

서문은 사람, 동물, 환경에 최적의 건강을 제공하기 위해 광범위한 다학제간 접근을 바탕으로 한 수의사의 역할을 핵심으로 제시했다.

여기에는 인수공통전염병을 비롯한 동물질병, 축산물 안전성, 항생제 내성 저감, 동물복지 증진, 야생동물군집을 비롯한 천연 자원과 생물 다양성 보전, 기후 변화 대응 등이 포함된다.

본문에서 가장 먼저 강조한 수의사의 가치는 ‘전문직으로서의 윤리적 행동’이다. 국제적 공공재(public good)인 수의업무가 신뢰를 확보하려면, 최고 수준의 윤리 기준을 바탕으로 책임 있는 자세를 취해야 한다는 것이다.

원헬스 가치를 실현하기 위해서는 정책개발에 참여할 수 있는 전문성을 확보하고, 수의학 교육의 다양성을 확대하며, 의료 전문직 네트워크에 적극적으로 참여할 것을 주문했다.

과학적 지식, 임상 역량과 더불어 직업 윤리에 기반한 리더십을 요구하는 한편, 동물복지 증진을 위한 전문적 역할도 강조했다.

2050년의 수의사는 원헬스와 에코헬스에 대해 신뢰할 수 있는 숙련된 기술과 전문 지식을 갖춘다.

The veterinary profession of 2050 is highly skilled, educated and trusted with expertise in the One Health and EcoHealth approach.

서문 PREAMBLE

1.         One Health is the integrative effort of multiple disciplines working locally, nationally, regionally, and globally to attain optimal health for people, animals, and the environment, which are recognized to be interconnected in ecosystems.

원헬스는 생태계에서 상호 연결되어 있는 것으로 인식되는 사람, 동물, 환경에 최적의 건강을 제공하기 위해 지역과 국가 및 전세계적 수준에서 발휘되는 여러 분야의 통합적인 노력이다.

2.         A broad intersecting and interdisciplinary holistic approach is essential to develop effective solutions to One Health issues.

원헬스 쟁점들의 효과적인 해법을 개발하기 위해서는 전체를 아우를 수 있는 광범위한 다학제간의 접근이 필수적이다.

3.         Optimal health of people and animals cannot be secured without understanding the context of nested ecosystems that are connected with growing intensity by social, economic, biological, and physical links.

사회적, 경제적, 생물학적 및 물리적인 긴밀도가 점진적으로 증가되고 있는 생태계의 상황을 이해하지 않고서는 사람과 동물의 건강을 최상으로 보장할 수 없다.

4.         The veterinary medical profession plays a critical role in activities that address health risks at the animal-human-environment interfaces in ecosystems that range in scale from local to global levels. These activities include;
•          reducing global hunger;
•          ensuring food quality and safety (especially of animal source foods);
•          early detection and control of zoonotic outbreaks;
•          diligent disease surveillance;
•          protection from biosecurity risks; and
•          the significant and varied impacts of the human-animal bond on human lives.

수의직의 업무는 생태계 내의 동물, 사람, 환경 사이의 접점에서 건강을 위협하는 요소를 다루는 핵심 역할을 수행하며 이러한 활동에는 다음과 같은 내용이 포함된다.
•          세계적인 기아 감소;
•          식품 품질과 안전성 보장 (특히 동물성 식품);
•          인수공통감염병 발병의 조기 탐지 및 통제;
•          꾸준한 질병 감시;
•          생물안전을 위협하는 요소로부터의 보호;
•          사람과 동물의 유대관계가 인간의 생활에 미치는 다양하고 중요한 영향

5.         Activities related to domestic animals include:
•          promoting animal welfare;
•          preventing and controlling disease outbreaks;
•          improving the efficiency of domestic animal production for food;
•          supporting proper animal product trade;
•          enhanced disease surveillance, diagnosis and control;
•          providing clinical and population health expertise for all animals;
•          responsible use of antimicrobials for the benefit of animal welfare; and
•          preventing and combatting antimicrobial resistance.

가축과 관련된 활동에는 다음의 내용이 포함된다.
•          동물 복지 증진.
•          질병 발생 예방 및 통제
•          축산물 생산성 향상
•          적법한 축산물 교역 지원
•          질병의 감시, 진단 및 통제 강화
•          모든 동물에게 전문적인 진료 및 축군 보건 제공;
•          동물 복지를 위한 항생제의 책임 있는 사용;
•          항생제 내성 예방과 퇴치

6.         The activities for ecological health include:
•          protecting biodiversity;
•          controlled movement of exotic species and diseases;
•          pathogen/disease surveillance and prevention in wild animal populations;
•          conservation of natural resources and conservation medicine; and
•          climate change adapting activities.

생태계 건강을 위한 활동에는 다음과 같은 내용이 포함된다.
• 생물 다양성의 보전;
• 외래종 및 관련 질병의 이동 통제;
• 야생동물군집에서의 병원체 및 질병 감시와 예방
• 천연 자원 보존과 보존의학 활동;
• 기후 변화 대응.

7.         In accordance with World Veterinary Association’s policy statement on One Health, this Declaration is intended to set guidelines for veterinarians working as knowledgeable consultants and guardians of EcoHealth on which the health and well-being of animals and humans are dependent.

세계수의사회의 원헬스에 대한 정책 선언에 따라 본 선언문은 동물과 사람의 건강과 행복이 서로 의존하고 있는 생태계의 수호자이며 전문지식을 자문할 수 있는 수의사에게 지침을 제시하고자 한다.

Roles of Veterinary Profession

수의사의 역할

1.         Trust in the veterinary profession for the greater public good is based on the ethical behavior of the profession. The veterinary profession are responsible and held accountable for sustaining the highest ethical standards of veterinary profession with strong regulatory bodies in the appropriate jurisdictions.

국제적 공공재인 수의업무에 대한 신뢰는 전문직의 윤리적 행동에 기반하고 있다. 따라서, 수의학 전문직은 강력한 법적 규제기구를 갖추어 수의 전문직에 대한 최고의 윤리 기준을 유지하기 위하여 책임있게 행동하고 결과에 대한 책임을 진다.

2.         The success of the One Health approach to complex challenges depends on active engagement in policy development. Therefore, the veterinary profession makes a concerted effort to put more emphasis on acquiring expertise directly related to One Health policy.

복잡한 원헬스 과제의 성공은 수의사들이 정책개발에 얼마나 능동적으로 참여하는가에 달려있다. 따라서 우리는 원헬스와 직접적으로 관련된 정책에 대한 전문성 획득을 위해 공동의 노력을 기울여야 한다.

3.         One Health and EcoHealth have different origins, yet both aim to mitigate the risks threatening ecosystems and public health. The nested ecosystems are connected with growing intensity by social, economic, biological, and physical links. Veterinarians lead incorporation of the ecosystem connectedness into the One Health approach.

원헬스와 에코헬스는 그 근원은 다르지만 생태계 위험을 완화하는 것이 공동의 목표이다. 에코시스템의 내부에는 사회, 경제, 생물 및 물리적인 연계도가 점차 증가하고 있으며, 수의사는 이와 같이 연결된 에코시스템을 원헬스에 접목하는 것을 선도해야 한다.

4.         Personal and professional leadership are imperative qualities for the veterinary profession. These are based on understanding the biophysical and socio-economic links between human, animal, and environmental health. In addition to scientific knowledge and clinical skills, team leadership through professional ethics, communication, collaboration, and conscious professional wellness will strengthen the societal confidence in the veterinary profession

개인 및 전문적 리더십은 수의사에게 반드시 필요한 자질이다. 수의사의 리더십은 사람, 동물, 생태계의 건강이 서로 생물물리학적 그리고 사회경제적으로 연결되어 있다는 것을 이해하는 데 기반을 두고 있다. 또한 과학적 지식, 임상 능력과 더불어 직업윤리에 기반한 리더십, 소통과 협력, 전문가로서 행복에 대한 깊은 이해가 우선시 될 때 수의업무에 대한 사회적 신뢰는 강화될 것이다.

5.         The diverse roles of the veterinary profession are facilitated by the selection and education of a broad range of applicants to veterinary schools. This provides the profession with improved knowledge and expanded skills in the One Health and EcoHealth approach. Education programs including these concepts in professional veterinary curriculums and in continuous professional development (CPD) programs assures that veterinarians are qualified leaders in a One Health approach.

수의사가 담당하는 다양한 역할을 촉진하기 위해서는 수의과대학에 입학하는 학생의 다양성을 확대해야 한다. 이를 통해 수의사의 원헬스에 대한 지식과 기술이 증대될 것이다. 또한 수의학 교육과정과 전문성개발을 위한 계속교육에 원헬스에 대한 교육을 포함하여 수의사가 원헬스 분야의 검증된 선도자 역할을 수행하는 것을 보장해야 한다.

6.         The veterinary profession assertively advocate for and better protect the welfare of all animals living in all environments. Veterinarians are educated in animal health and animal welfare evaluations. These evaluations include proper housing, management, nutrition, disease prevention and treatment, responsible care, and humane handling.

수의사는 동물, 사람 및 환경의 복지를 적극적으로 지지하고 옹호한다. 수의사는 동물의 건강과 복지를 평가하는 교육을 받으며, 이와 같은 평가 내용에는 적절한 사육환경, 관리, 사양, 질병 예방 및 치료, 책임 있는 보살핌, 인도적인 취급 등이 포함된다.

7.         The veterinary profession is a valued partner for their comprehensive education and expertise within health care professional networks and respected leaders in multi-disciplinary teams. In the 21st century, global food security and access to safe water are major concerns. A One Health approach relies on disciplines amongst other welfare, health, economics, social and environmental sciences.

수의사는 의료 전문직 네트워크 속에서 의학적 전문성을 갖춘 소중한 파트너이자 다학제적 팀의 존경받는 지도자이다. 21세기의 주요 과제는 전세계적인 식품안전과 안전한 식수 확보이다. 원헬스 적용은 동물의 복지와 건강, 경제학, 사회학 및 환경분야의 학문 등에 의존하고 있다.

8.         The World Veterinary Association is the voice of the global veterinary profession with partners in a One Health approach for establishing guidance and policy for the benefit of the welfare of animals, humans and the environment

세계수의사회는 원헬스 방식으로 동물과 사람 그리고 환경의 복지를 위한 지침과 정책을 수립하는 동반자로서 전세계 수의사들의 목소리를 대변한다.
